US lawmakers are working through the weekend for the initial time since the federal closure began over a month ago, but expectations for a cross-party deal on how to end the impasse appeared to recede as GOP senators proposed a proposal unacceptable to Democrats: scrapping the Affordable Care Act, called Obamacare.
Deepening Consequences of Government Shutdown
The impact on US citizens from the lengthiest shutdown of the federal government in history worsened on Saturday, as government employees went without pay, carriers were forced to ground planes and Supplemental Nutrition Assistance Program benefits have been delayed for 42 million Americans.
Trump's Proposal from Golf Course
As Saturday's meeting got under way, GOP senators embraced a proposal made on social media early Saturday by Donald Trump from his resort in West Palm Beach, for subsidies to be substituted by health savings accounts.
"My recommendation is to Senate Republicans that the Billions of Dollars currently being sent to profit-driven Insurance Companies in order to save the ineffective Healthcare provided by ObamaCare, BE SENT DIRECTLY TO THE PEOPLE SO THAT THEY CAN PURCHASE THEIR OWN, MUCH BETTER, HEALTHCARE," Trump wrote.
GOP Support
Several Republican senators praised the proposal, which is similar to a replacement for Obamacare put forward in 2017.
"We will replace this failing program with something that is truly better for the consumer," one senator said.
Another senator commended Trump's proposal on social media, and displayed a giant blow-up of Trump's post as he spoke on the Senate floor.
"I am drafting the bill right now," a third senator posted in reply to Trump's suggestion. "We must stop taxpayer money from going to carriers and instead give it directly to Americans in health savings accounts and let them buy the health care they want."
Opposition Response
Democratic lawmakers expressed concerned reactions to Trump's proposal.
"In other words, Donald Trump's 'proposal' for health care is another cynical attempt to repeal Obamacare," one Democratic senator stated. "This is the same unsuccessful Republican plan that's been defeated by the public and Congress."
Another lawmaker reacted to the censure of insurance companies by writing: "Well, Trump and the Republicans dislike how the big, bad insurance companies are overcharging Americans. Really? Then I welcome your support for Medicare for All."
Ongoing Talks
The Senate adjourned without finding a resolution, but Senate Republican leaders have signaled an willingness to an developing proposal from a handful of centrist lawmakers to terminate the shutdown in exchange for a later vote on the Obamacare payments.
One Democratic senator, who is leading the talks among moderates, said that Democrats "require another way ahead" after Republicans turned down an offer to reopen the government and extend the subsidies for a year.
Another leading Democratic lawmaker persisted in maintaining that Republicans should accept a one-year extension of the payments before negotiating the long-term of the subsidies.
"Inaction is irresponsible because citizens will go bankrupt, people will become uninsured, people will get more ill," the senator stated in a floor speech. "That is what will happen if this Congress fails to act."
Partisan Situation
None of the Republican senators seemed to address the fact that consumers would still need to buy plans from the same insurance companies, or that Republican lawmakers need the support of eight Democrats to restart the government, and the idea of eliminating and replacing Obamacare with savings accounts is improbable to earn a solitary Democratic vote.
Several observers suggested that the core of such a proposal would eliminate the ACA's requirement that carriers cover individuals with pre-existing conditions.
After his golf outing, Trump went back to his residence and doubled down on his demand that Republicans stop seeking compromise and try instead to repeal and replace Obamacare with a version of the plan that was unsuccessful to garner enough support in 2017.
